Question 3/III - Special conditions for the lease of intercontinental telecommunication circuits for private service (permanent Question - continuation of Question 3/III studied in 1985-1988) Amendments and additions to Recommendation D.3. Reasons for the study A continuous review of the provisions of Recommendation D.3 is required in the light of experience and new developments in telecommunications. Study of this Question requires that special attention should be given to examination of: 1. special tariff and charging principles which might be developed for special quality circuits, for example those meeting the technical specifications set out in Recommendations M.1020 and M.1025; 2. the tariff implications of the gradual introduction of digital transmission techniques and the new facilities thus available, in liaison with the study of Question D/III; 3. the coherence to be maintained between the tariff principles applicable to public data transmission services and those applicable to international private leased circuits.
