Question 4/I - Telegram service (revised and continuation of Question 4/I, 1985-1988) Considering (a) that, in the previous study period detailed proposals were developed for significant changes to the operational procedures for the telegram service, with a view to simplifying those procedures and to minimizing costs, but that final agreement could not be reached on all of those proposals; (b) that it does not appear appropriate to introduce major changes at this stage in the life of the telegram service; (c) that the telemessage service may be offered as an alternative to the traditional telegram service, a continuation of the study on maintenance of the operating principles for the telegram service may be required, for which the following specific points could be addressed: 1. Quality of Service considerations, particularly regarding the time between acceptance and delivery (see Note 1); 2. possible minor amendments to the provisions. Note 1 - Cooperation with Study Group III is needed on any operational or Quality of Service aspects affecting charging, accounting or refunds in the international telegram service. Note 2 - Collaboration with the study of the radiotelegram service (Question 8/I) may also be required.
