The ITU very much appreciates your proposal to undertake for free a very substantial conversion process and instituting the system software necessary to conduct an experiment in making CCI Recommendations available via the Internet and all its open gateways, including X.400 services. We already have seen your earlier work in compiling scores of electronic messages indicating a professional grass roots concern regarding effective availability of these standards. Certainly your experiment seems like the next logical step to see how that need can be met through Internet-like standards dissemination tools. We would be pleased to cooperate in this experiment by having our Publications Division make available to you copies of CCI Recommendations in their native file formats on magnetic media, and any presently available conversion software. In return, it is our understanding that you will undertake to convert and experiment with these files in various formats, making them available from anonymous user hosts on the Internet, study usage patterns and needs, encourage additional experimentation in knowledge system applications, and furnish the ITU with a report on the experiment, including access to any converted files or software - all without cost or liability to the ITU or charge to anyone accessing the files, and relinquishing any intellectual property rights in the converted Recommendations.
